Is this for Australians only? If I submitted something, it would be written by me, not by an entrant in my contest.

The contest is open to adults worldwide. The entry fee per entry is $12AU.

Does the submission have to be about the theme of Deja Vu?

The theme of the competition is Deja Vu so it is expected that entries submitted will be written to that theme.
